Adds a configurable PvP Cooldown and Raid Flag system.
When a player engages in PvP (damaging enemy players, turrets, structures, or dinos), a timer is applied. While active, certain actions such as building, using specific weapons, executing commands, transferring, or removing cryo cooldowns can be restricted.
The cooldown cannot be bypassed by suicide, transfer, cryopods, or similar methods, it only ends when the timer expires.
